CTUIR MISSION STATEMENT

 

Exercise the Tribe’s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.

 

DEPARTMENT OF NATURAL RESOURCES MISSION STATEMENT:

 

The Department of Natural Resources mission is to protect, restore, and enhance the First Foods - water, salmon, deer, cous, and huckleberry - for the perpetual cultural, economic and sovereign benefit of the CTUIR. We will accomplish this using traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and actions; and 2) natural resource policies and regulatory mechanisms.

 

The Energy and Environmental Sciences Program (EESP) mission is to identify and resolve environmental contaminant threats to the First Foods through scientific excellence.

 

GENERAL STATEMENT OF DUTIES:

The Environmental Toxicologist will support the CTUIR mission by spearheading the development of a comprehensive toxicology research group dedicated to influencing policy and management decisions via scientific revelations. This role is pivotal in understanding and analyzing the long-term consequences of waste, toxics, and contaminants of concern on First Foods.

 

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES:

 

  1. Research & Development: Develop research infrastructure, fostering scientist partnerships and collaborations.
  2. Waste and Toxics Inventory Management: Oversee and maintain an exhaustive list of waste at Hanford, including all tangible and intangible hazardous materials. Responsible for development and maintenance of CTUIR Toxics Inventory. Oversee the upkeep of CTUIR Toxics Inventory.
  3. Monitoring & Assessment: Ensure a consistent check on potentially harmful materials transiting across CTUIR traditional use lands.
  4. Modeling Review: Evaluate current fate and transport modeling techniques utilized at Hanford, focusing on core assumptions influencing contaminant release.
  5. Tech Development: Construct and maintain computational tools tailored to CTUIR’s modeling needs.
  6. Environmental Monitoring: Scrutinize and assess the ecological risks associated with Hanford's former processing wastes.
  7. Performance Assessment: Conduct thorough evaluations of Hanford waste sites and cleanup performance, emphasizing cumulative risks and impacts to first foods.
  8. Technical Reviews: Engage in the evaluation of regulatory documents and pertinent scientific reports.
  9. Regulatory Expertise: Assist with review of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation & Recovery Act (RCRA) activities including, but not limited to, activities and decisions associated with the Tri-Party Agreement and Consent Decree milestone series. Provide expertise to the CTUIR technical and senior trustees on the Hanford Natural Resource Trustee Council regarding first foods impacts and loss under the Natural Resource Damage Assessment.
  10. Research Implementation: Drive the initiation and execution of research proposals.
  11. Scientific Publication: Publish original scientific findings or extensive scientific reviews in esteemed journals.
  12. Grant Management: Lead in the development, implementation, compliance, and closeout of grant proposals.
  13. Sampling Plans: Devise and implement robust sampling and analytical strategies.
  14. Data Approval: Oversee and validate data generated from the CTUIR Field Station analytical lab.
  15. Presentation: Articulate technical findings to diverse audience groups.
  16. Strategic Planning: Spearhead the CTUIR Toxics strategic roadmap. Responsible for development and implementation of CTUIR Toxics strategic plan.
  17. Risk Communication: Develop strategies to convey risks to stakeholders.
  18. Miscellaneous Duties: Undertake other responsibilities as directed by the supervisor.

This position supports the CTUIR mission by providing analysis of the long-term fate and transport of past, present, and proposed future wastes generated, stored, or treated at the USDOE Hanford Site in Washington State and within the CTUIR’s traditional use lands. Specifically, this position will focus on reviewing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation & Recovery Act (RCRA) activities including, but not limited to, activities and decisions associated with the Tri-Party Agreement and Consent Decree milestone series. Further, this position will be responsible for developing, implementing, reporting, and publishing on research projects that are consistent with the EESP mission.

 

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES:

 

  1. Responsible for developing and maintaining an inventory of waste at Hanford. The inventory will include, but not be limited to, waste in the tank farms, active waste burial sites, and past practice sites.
  2. Will review current fate and transport modeling approaches used at Hanford along with the fundamental assumptions for physical properties that are most critical to contaminant release and movement in the subsurface.
  3. Responsible for developing and maintaining appropriate computational tools to meet the fate and transport modeling needs of the CTUIR.
  4. Responsible for monitoring and assessing the extent, movement, and eco-toxicological risks associated with former processing wastes at Hanford using environmental monitoring data.
  5. Responsible for reviewing, evaluating, and commenting on Hanford waste site performance assessment modeling with particular emphasis on the cumulative risks associated with all wastes that are planned for permanent disposal at Hanford.
  6. Responsible for performing technical reviews and providing comments on regulatory documents and related scientific reports.
  7. Responsible for research proposal development and implementation.
  8. Responsible for publication of scientific reports in peer reviewed journals.
  9. Will assist with grant development and other technical writing assignments.
  10. Responsible for development and implementation of sampling and analysis plans.
  11. Responsible for reviewing and approving environmental analytical data and associated data packages generated at the CTUIR Field Station analytical laboratory.
  12. Responsible for presenting technical information to a wide array of audiences.
  13. Other duties as assigned by immediate supervisor relating to the scope of work of the program.

Position Requirements

REQUIRED MINIMUM QUALIFICATIONS: (It is the responsibility of the applicant to demonstrate in writing he/she does meet the following minimum qualifications.)

  1. Preferred: PhD in toxicology, biochemistry, genetics; chemical, environmental, or nuclear engineering; or chemistry, geochemistry, environmental science, or a similar science discipline. OR;
  2. Alternatively, A Master’s Degree in toxicology, biochemistry, genetics; chemical, environmental, or nuclear engineering; or chemistry, geochemistry, or a similar science discipline with no less than Five (5) years of recent full-time experience related to the position.
  3. Must be highly organized, have good filing skills, and be knowledgeable about general office practices and procedures.
  4. Formal experience with one or more of the following software packages:
    1. ArcGIS
    2. Statistical software such as SAS, JMP, R, SPlus, or Systat
    3. Groundwater modeling software such as GoldSim, Visual ModFlow, or STOMP
  5. Knowledgeable of federal environmental regulations such as CERCLA, RCRA, and NEPA.
  6. Knowledgeable on environmental toxicology and risk assessment.
  7. Active membership in recognized toxicology or environmental science organizations.
  8. Experience in hands-on sampling, field assessments, and observations related to toxicology.
  9. Knowledge of data quality (QA/QC) requirements.
  10. Demonstrated ability to draft and publish original research in peer reviewed journals.
  11. Proven ability to effectively communicate with diverse groups and individuals.
  12. Proven ability to work effectively alone or with others in a team of individuals with diverse backgrounds and skillsets.
  13. Must have a valid state driver’s license, reliable transportation, and meet Tribal insurance requirements.
  14. Exhibits fluent and proficient technical writing skills with meticulous attention to spelling, proofing, grammar, and punctuation. Effectively communicates, both orally and in writing, through concise reports, memoranda, directives, emails, and letters.
  15. Must have the ability and interest to greet the public and handle difficult situations on the phone in a professional and courteous manner.
  16. Ability to carry out assigned duties/projects in an efficient and timely manner with minimal supervision and must be able to handle multiple projects and work within defined timelines.
  17. Must be able to secure and interpret sources of information relating to Tribal issues/concerns. Must become knowledgeable of the types of services provided by the Tribal Governmental programs.
  18. Must have extensive knowledge with computer processing equipment and software, including: Word, Excel, Power Point, Outlook, [Access, Adobe InDesign, Adobe PageMaker, Adobe Photoshop, if used] and other Office Suite software. Knowledge of computers and other office technological equipment must be kept current by attending training as directed by supervisor.
  19. Must have prior experience in supervising Technicians, with a demonstrated ability to align their tasks with project goals.
  20. Must be able to operate and maintain office machines (copiers, printers, scanners, etc.).

 

PHYSICAL DEMANDS:

  1. Ability to use seated and/or standing workstations.
  2. Ability to stand and walk around for long periods of time.
  3. Ability to sit in automobiles and or airplanes for travel to conferences, seminars, and training.
  4. Ability to undertake fieldwork in diverse terrains and climatic conditions.
  5. Ability to lift up to 25 pounds
