Manufacturing Facility Job Title: HSE Manager    

Department: HSE                                                 

Reports to: General Manager

 

 

JOB PURPOSE:

  • Ensure the workplace complies with legal and industry standards for safety, health, and environment
  • Investigate accidents, near misses, and hazards and recommend preventive and corrective actions
  • Develop and enforce safety policies and procedures
  • Coordinate and conduct safety training programs

 

JOB DUTIES/RESPONSIBILITIES:

Development of H&S

Develops, in collaboration with external consultant, and/or implements safety policies and procedures in compliance with local & state rules and regulations as they apply to the organization’s operations;

Maintain H&S System in compliance with State and Organizational requirements;


Measuring Performance:

  • Measure HSE goals and propose new KPI;
  • Assist in the achievement of meeting company goals and initiatives, profitability, and productivity requirements;


Enforcement:

  • Ensure adherence to company policies, procedures, and rules (PPE..);


Hazard Identification and Risk Assessment:

  • Ensure that all hazardous activities are analyzed and required preventive measures are implemented;
  • Perform safety surveys and inspections, prepare written reports of findings and recommendations for corrective and preventative measures, and follow up on task completion.
  • He verify that every incoming raw material/ substance has a proper SDS
  • Analyze worker exposure safety risk and define the proper PPE   


Equipment:

  • Verify that new equipment is compliant with local and national safety law.
  • Enforce respect of LOTO and safety standard when maintenance team is working on equipment
  • Verify that external contractor are certified to work safely on equipment / building


Continuous Improvement:

  • Identify best practices and lead continuous improvement initiatives to reduce work process risks raise safety awareness and improve safe work practices;


Competency Development:

  • Coordinate with HR on compliance with Training requirements;
  • Ensure workforce competencies are maintained relevant to their duties and roles in contingency management;
  • Develop, implement and maintain employee training programs as indicated by regulatory guidelines, hazardous condition monitoring, and use of safety equipment;


Coordination:

  • Participate in Business, Contract, and Safety Meetings;
  • Reporting & Recording
  • Establish Reporting & Recording environment to gather incident data;
  • Ensure timely reporting of HSE parameters to relevant stakeholders;


Incident Management:

  • Analyze Incident data and Identify trends
  • Recommend actions to avoid Incidents across the organization;


Environment:

  • Ensure management of all hazardous waste and maintain records of the same
  • Assurance
  • Ensures assurance goals are set and met;


Compliance:

  • Ensure compliance with Occupational regulations and standards;
  • Ensures compliance with contractual requirements;
  • Ensures compliance with environmental regulations (TIER II, air permit,..);


Contingency Management:

  • Develop and implement efficient operations emergency response plans and ensure compliance with state regulations.
  • Provide support to the execution of all global operation emergency response plans and manage all emergency situations;


Qualifications

  • BSc in industrial engineering, systems engineering, or mechanical engineering or related degree. These programs should combine classroom studies with labs and field experiences.

Working ambient

  • In order to guarantee the plant and workers compliance to safety procedures and rules, needs to spend time in the plant auditing , evaluating risk and training workers.
  • Extended working hours could be necessary time to time to complete tasks / annual declarations.

  • Number of near missed
  • Number of OSHA workers trained hours
