Background: Energy Sector Portfolio

The core Energy programme currently being implemented in Tanzania is the Energising Development (EnDev) programme. The EnDev Tanzania country programme has been under the implementation of SNV since 2013 with demonstrated growth in results achievements in both cooking and solar energy. 

EnDev Tanzania for the 2023-2025 period focuses on the development of markets and sustainable supply for improved cook stoves (ICS) as well as innovative mechanisms for catalysing markets for e-Cooking technologies. The EnDev Tanzania programme currently supports over 100 cook-stove producers across 20 regions of the country who together sell over 125,000 cook-stoves annually.

Job Description

Context of the Assignment
Building off the success of the EnDev program and over 10 years as experts in clean cooking, the Tanzania Energy team is interested in designing a new project to increase access to clean and improved cooking technologies for Tanzanians that will attract investment from the sale of carbon credits.

The Tanzania Energy team is looking for a consultant with in-depth expertise in designing carbon finance projects, from conceptualization to the development of a PDD, including knowledge of testing, data collection, financial modeling, verification, and all steps needed to prepare the project to be pitched to potential investors by a carbon finance developer.

Purpose of the Assignment

The overall purpose of the assignment is to identify a technically and financially attractive carbon finance project for SNV Tanzania in the Clean Cooking sector and develop a Project Development Document (PDD). The process should be designed and implemented in such a way as to build capacity in the design of carbon finance projects, both within the Tanzania Country Office and within the global Energy team. This includes the following envisioned activities by phase:
Phase 1: Landscape analysis: 

  • Conduct desk research to understand the carbon finance market and regulatory environment in Tanzania. 
  • Map the range of Clean Cooking carbon finance projects being implemented in Tanzania (or in the design/planning stage). 
  • Gather background information from the Tanzania Energy team and Country Office to understand technical capabilities and design options. 
  • Synthesize learning and present the most prospective options for a carbon finance project concept based on clean cooking.

Phase 2: Design and Data Collection: 

  • Lead working sessions with the SNV team toward the selection of the best project design and make recommendations for the design of the carbon finance project. 
  • Determine the field-based work (testing/piloting/data collection) necessary to prepare a PDD.
  • Create a detailed summary of the data collection needs and a work plan to collect and analyze this data.
  • Execute data collection and present results. 

Phase 3: PDD Development and Capacity Building: 

  • Once the concept has been vetted by internal stakeholders (and possibly a carbon developer) produce a PDD that can be used with a carbon developer. 
  • Deliver and present a brief carbon finance project design guide to support the SNV team in developing future carbon finance project opportunities.

2.    Duration of Service and Deliverables

2.1.    Duration of Service  

The consultancy is expected to be performed over a six-month period between 1st December 2023 to 31st May 2024.  

2.2.    Deliverables/Activity

Phase 1: Landscape Analysis                       

  1. Early December - Inception meeting with the Tanzania team (Location - Virtually)
  2. Mid-December - Conduct desk research to understand the carbon finance market and regulatory environment for Tanzania. Map the range of Clean Cooking carbon finance projects being implemented in Tanzania or in the design/planning stage. (Location-Consultant's base)
  3. Mid-January - Field visit to Tanzania to assess technical capability and design options (Location - Northern and Western zones of Tanzania - fly into Kilimanjaro)
  4. End-January - Deliver Landscape analysis presentation in PowerPoint format over web meeting, including presentation of carbon finance project concept options. (Location - Consultant’s Base)

Phase 2: Design and Data Collection

  1. Early February- Make recommendations for the design of the carbon finance project and determine the field-based work necessary to prepare a PDD (Location - Consultant’s Base)
  2. Early February - Create a detailed summary of the data collection needs and a work plan to collect and analyze this data and confirm with the Tanzania Energy Team (Location - Consultant’s Base)
  3. February/March - Execute data collection in the field – come to Tanzania to put the work plan into motion with the country team (Location - Northern and Western zones of Tanzania, fly into Kilimanjaro)
  4. Mid March - Analyze data and present results via PowerPoint presentation including a financial model analysis of the potential carbon credit project (Consultant’s Base)

Phase 3: PDD Development and Capacity Building

  1. End March - Facilitate internal SNV vetting of the project concept and financial model (Location - Consultant's base)
  2. Mid-April - Produce a PDD that can be used with a carbon developer (Location - Consultant's base)
  3. April/May - Participate in exchanges with carbon developer towards finalization of the PDD (Location - Consultant's base)
  4. May - Develop a simple step-by-step guide that can be used by the country office to replicate the project development process for future opportunities and hold a webinar training (Location - Consultant's base)

3. Support Provided by SNV Resources

Note: SNV will provide the following supports during the consultancy (items do not need to be included in the consultant’s budget):

  • Round trip air tickets will be provided for in-person meetings, dates to be determined 
  • Hotel selected through SNV procurement procedure while in Tanzania
  • Daily sustenance allowance at SNV standard rates while working in-country
  • Use of SNV vehicle, driver, and petrol
  • Business visa reimbursement if international consultant
  • Support from Tanzania Energy staff during the field data collection phase

4. Reporting 

Monthly reporting

At the close of each month, the Consultant will provide a brief narrative summary of the work performed to the Sector Leader as a supporting document to their monthly invoice.

Qualifications

Qualifications of the Consultant 
All bidders must meet the minimum qualifications and experience:

  • At least 7 years of experience in a relevant finance context, with a preference for at least 2 years in a developing country context;
  • Demonstrated expertise in carbon finance project development with references from similar assignments is required;
  • Experience working with or collaborating with a carbon developer is preferred;
  • Demonstrated ability to be able to conceive, develop, and effectively deliver to a range of audiences training materials relating to carbon finance;
  • Skills and knowledge relating to (i) financial analysis and due diligence, and (ii) financial structuring and provision of underlying finance to developing country projects;
  • Ability to advise on problems with full technical competency, leading to rigorous, fact-based, and practical recommendations and creative solutions;
  • In-depth understanding of the Renewable Energy Industry, including an understanding of technology and market dynamics in East Africa is an asset
  • Excellent command of English, both written and oral, including report writing skills is required.  
  • Previous work with SNV or other International or UN agencies is an asset, but not required.

Criteria for Evaluation of the Application

Key Areas of Evaluation: Consultant or firm's experience in previous similar assignments and reputation – Past performance, references for the work performed in the last ten years, CVs of consultant/s.

Key Areas of Evaluation: Detailed Methodology & Work Plan and Overall Quality of the Technical Proposal with timelines for the assignment and approach to the key deliverables

NOTES:

  • Technical proposals are weighted at 85%
  • The minimum pass of technical criteria is 50
  • Financial proposals are weighted at 15%
  • Send two separate files; 1st file - Technical proposal, and 2nd file - Financial proposal

Documents to be submitted as part of the Consultants application:

1. Technical Proposal (4 pages max excluding CVs)

   The Technical Proposal should include but not be limited to the following

  • Summary of the objectives of the assignment from the consultant’s perspective. 
  • Proposed approach/methodology for each activity and deliverable to meet objectives. 
  • Explanation of how the consultant’s previous experience is relevant to the assignment.
  • CV of the consultant for individual or CVs of the proposed individuals by the firm to work on the assignment.

  2. Past Performance (1 page max excluding samples)

  • Include three reference projects:
    • Name of Client/Employer
    • Title of the Project, dates, and duration of the project
    • Scope of the Project, Requirements of the assignment, Proposed Solutions, and Outcome
    • Reference/Contact person details for each assignment and contact information

3. Financial Proposal (2 pages max)

  • The financial proposal shall indicate the total budget estimated in Euros for international consultants and TZS for national consultants. This is expected to be a simple financial proposal with the daily fee rate times the number of days for each deliverable in section 2.2 as well as any other budget items expected to complete the assignment (please see section 3 for support provided by SNV).
  • The financial proposal should be simple with a daily consulting rate (Euros) for 1 individual and a number of days (up to a maximum of 50 days).
  • Payments will be based on outputs, i.e., upon delivery of the services specified in the TOR through a monthly invoice (note that withholding tax of 5% for national and 15% international consultants will be deducted at source and paid directly to Tanzania Revenue Authority as per Tanzania law).

4.   Mandatory Requirements 

  • For Tanzanian national individual consultants: copies of Tax Registration certificate TIN.
  • For a firm regulation documents: Tax Registration certificate, Recent Tax Clearance, Business License and, Company registration.
  • International applicants will be responsible for their own tax requirements.
