A Brief Overview
The Environmental Compliance Coordinator is responsible for the overall environmental compliance, coordination, and reporting for Doyon Utilities (DU) capital projects, and the operations and maintenance activities related to utility privatization contracts with the military in Alaska. This position reports directly to the Director of Environmental Affairs. There is an expectation that this position requires an individual to be a self-starter, the ability to work independently and make compliance related decisions in the field.

Responsibilities

What you will do

Coordinate with both the capital projects staff and the operations and maintenance staff on the dig permit requirements to meet the Installation requirements for the management of contaminated soils.
Prepare Sampling and Analysis Plan Addendums, facilitate approvals, and coordinate field technician presence on capital projects, operations and maintenance activities field dig activities.
Maintain a consolidated, efficient environmental recordkeeping system tracking all contaminated site plan project documents. This includes coordinating contractor activities, submittals, outstanding action items, final approvals, and plan deviations.
Facilitate regular one on one meetings to develop costs and compliance strategies with DU staff who manage field activities to verify environmental compliance including but not limited to hazardous material management compliance and waste storage, transportation, and disposal activities.
Communicate and coordinate with DU staff and DPW regarding environmental related compliance with ongoing field activities.
Coordinate project compliance with ADEC drinking water and wastewater construction permitting program, including timely and complete submittals to ADEC.
Facilitate compliance with Installation NEPA requirements. This includes the preparation of draft submittals.
Prepare, submit, and track stormwater construction and excavation dewatering permits. Verify construction contractors are complying with stormwater and dewatering permit requirements including plan compliance and inspections.
Manage Multi-Sector General Permit for stormwater at the Fort Wainwright Central Heat and Power Plant. Conduct regular stormwater inspections, maintain organized recordkeeping system, and maintain overall compliance with the permit.
Administrate compliance task tracking system. Input new tasks, maintain system, and facilitate regular meetings with DU Environmental staff to discuss needed changes to the system.
Prepare and submit annual site Emergency and Hazardous Chemical Inventory Forms (Tier II Reports) to local fire departments, Local Emergency Planning Committees and State Emergency Response Commissions. This will include site visits to verify hazardous material storage.
Maintain current knowledge of federal, state, and local laws, issues and technological developments that may influence the company’s environmental policies, compliance and stewardship goals.
Prepare summary reports on program status, requirements and goal attainment as directed by management.
When contracting third party contractors for DU compliance activities, develop cost estimates, issue Purchase Orders, and review contractor invoices

Qualifications

Conditions of Employment

Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities.
Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska.
Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications

Construction or related area experience. Preferred
Proficient in Microsoft Office Suite.
Maintain current knowledge of federal, state, and local laws, issues and technological developments that may influence the company’s environmental policies, compliance and stewardship goals.
Able to exhibit technical skills and attention to detail.
Demonstrate effective verbal and written communications skills, including public speaking.
Familiar with environmental terminology and regulations applicable to utility operations on a military installation in Alaska.
Ability to maintain strict confidentiality.
