Administrative Duties

Actively supports and upholds the City's stated mission and values. Under the general direction of the direct supervisor , employees of this class are expected to lead initiatives within community resilience, climate action, risk assessment, nature-based and technological solutions, social equity, decision support tools, communication, and stakeholder engagement,   and perform administrative and professional level duties associated with the development, implementation, monitoring, and management of climate programs and policies, to achieve the City’s overarching climate and sustainability commitments. ?? 

ADMINISTRATIVE DUTIES

  • Supervisory:  This job may have responsibility for supervision at the program level depending on assignment (makes recommendations for hiring, directing, scheduling, transferring, promoting, rewarding, disciplining, and terminating other employees).
  • Budgetary:  This job has responsibility for budgeting at the program level including assisting with formulating and monitoring funds such as program initiatives, state and federal grants, trainings, and carbon neutrality projects.  
  • Strategic Planning:   This job has partial responsibility for strategic planning at the program level (assists with developing, implementing, and managing long and short-term City climate goals). 
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the program and section levels (assists with developing, implementing, and interpreting).
  • Compliance: This job has partial responsibility for Council communication at the Program level (makes recommendations and presentations, writes staff summaries, ensures Performance Measures are met, and balancing needs with Council’s adopted priorities and direction).  This position ensures compliance with international greenhouse gas emissions reporting.  
  • Council Communications: This job assists in Council communication at the program level (making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council’s adopted priorities and direction). 
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the program level (gathers information, completes reports, and addresses discrepancies in reporting).  These positions have full responsibility for monitoring, verifying, and reporting on third-party contracts, state and federal contracts, state and federal requirements, utility contracts, energy purchase agreements, and development agreements

  • Provide excellent customer service to both internal and external customers.
  • Provide technical expertise on climate and resilience planning to ensure implementation of the Flagstaff Carbon Neutrality Plan.
  • Lead organization resilience and preparedness efforts.
  • Provides professional, technical, or administrative guidance to City Divisions and City Leadership. 
  • Assists with the planning, development, and financing strategy for climate initiatives.
  • Assists in planning, developing, and securing funding for climate action.
  • Support other divisions in tracking climate and resilience impacts.
  • Assist with the development of contracts by conducting research and identifying compatibility with best practices.
  • Conduct research to remain informed of current best practices in support of the Sustainability Section Strategic Plan, Carbon Neutrality Plan, Regional Plan, and City Codes.
  • Obtains public review of proposed strategies and policies through contact with local commissions, professional associations, ad hoc committees, non-profit agencies, local government agencies, and the general public.
  • Prepares and presents oral and written reports to the City Council, Planning and Zoning Commission, City Manager, and Department Director. 
  • Serves as a subject matter expert on select climate topics for City Council.
  • Initiates, schedules, and conducts public meetings.
  • Develops communication materials and marketing materials.
  • Attends agency, council, commission, staff, and community meetings relating to the Carbon Neutrality Plan and associated target areas.
  • Activities will require utilizing personal computer hardware and software to track resilience and adaptation activities, specific key performance indicators, progress, accomplishments, and outreach activities; requires the use of the Microsoft Office Suite, Clearpath, Adobe Create Suite, Tableau, or other data visualization tools, and social media. 
  • Update and recommend revisions to the Sustainability Section Strategic Plan, Carbon Neutrality Plan, and City codes based on data collection and program evaluation.
  • Track community and municipality resilience and adaptation data from all City divisions, as well as external agencies such as MetroPlan Greater Flagstaff, Mountain Line, the Arizona Department of Transportation, the Arizona Power Authority, and the Western Area Power Administration. Track and report on the key performance indicators (KPIs) of the Flagstaff Carbon Neutrality Plan, Performance Based Budgeting, and the Flagstaff Regional Plan. Collect KPI information from internal and external sources, developing tracking mechanisms for new KPIs as necessary. Monitor reductions in accordance with the Plans and make recommendations to adjust programming as needed to meet emissions goals. Communicate metrics on the progress of Plan implementation to the public.
  • Other duties as assigned. 

Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Environmental Science, Building Science, Public Administration, Urban Planning, Construction Management, Climate Science, Communications, or related field.
  • Three (3) years of project coordination experience in resource conservation, sustainability practices, green buildings, construction and development, urban planning, or consulting.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 

DESIRED EXPERIENCE AND TRAINING

  • Familiarity with climate action, greenhouse gas emissions reductions, climate adaptation and equity, energy efficiency, building science, transportation planning, and/or behavior change initiatives.
  • Five years of project management experience in climate action, energy, community resilience, construction and development, conservation and/or sustainability practices. 
  • Master’s Degree in Environmental or Climate Science, Public Administration, Engineering, Construction Management, or related field. 
  • Experience in strategic planning, communications planning, or creating and implementing climate or sustainability Plans. 

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Must be willing and able to work a flexible schedule, including evenings, weekends, and holidays, as needed.
