Description of Job

The State of Colorado is a national leader in addressing climate change and air pollution control. Join us as we protect the health and well-being of Coloradans by enforcing the state's air pollution laws and improving the quality of the air they breathe. The Air Pollution Control Division (APCD) has employment opportunities for an Emissions Trading Unit Supervisor. This is a newly created position and part of the Climate Change Program.  Duties and responsibilities include, but not limited to:

  • Serve as a first line supervisor assigning/reviewing and coordinating work, coaching performance, recommending promotions and hiring.
  • Provide oversight of development and implementation of the emission reduction credit tracking system(s) and related programs.
  • Coordinate with PUC staff on greenhouse gas data gathering and rulemaking that affect utilities within Colorado.
  • Develop recommendations on Colorado’s greenhouse gas monitoring, reporting, inventorying and emission reduction strategies for Colorado decision-makers.
  • Measure and document progress against the various bill provisions and timelines, to report to the various decision-making bodies (e.g. AQCC, PUC, and the State Assembly).
The items below provide more detail:
Develop and Implement Processes for Tracking Emission Reduction Credits
  • Oversee the development of Colorado specific GHG reduction rules and related requirements such as those directed in SB19-096, HB19-1261 and SB19-236, SB21-264, HB21-1266, or other federal initiatives. This includes measurement against prescribed goals, targets and timelines in each bill or federal rule and compiled documentation in an annual report. This includes engaging with key stakeholders on data gaps, emission calculation methods, emission limits and other parameters, and performance against any such limits. Coordinate this work within CDPHE and with the AGO, as well as externally with the Public Utilities Commission (PUC), Colorado Energy Office (CEO), Colorado Department of Transportation (CDOT), Colorado Department of Agriculture, the Regional Air Quality Council (RAQC) and other agencies as necessary. Prepare briefings, position papers, reports and summaries of technical assessments for Division staff, management, AQCC and these otheragencies. Provide specific oversight of staff level work in the development of GHG regulations and credit tracking systems, including compiling and analyzing data related to emissions, monitoring and modeling (computer and mathematical) for use in developing emission control measures and policy recommendations. Conduct analysis of air quality related data with theoretically-based methods from the fields of physics, mathematics, meteorology, engineering, chemistry, and statistics to formulate solutions to air quality problems by using applied theory to support the development of emission reduction strategies that inform any necessary GHG regulations. Evaluate costs and benefits, along with technical and economic feasibility of emission reduction strategies. Information will often need to be summarized and presented in tables and graphics that convey meaning in a clear and understandable format in summaries for Division and Department management and the Air Quality Control Commission.
Staff Supervision
  • Supervise staff (4.0 FTE) in connection with above identified work duties. Assign work tasks, prioritize assignments, and establish completion deadlines. Monitor progress and work flow, and ensure that work meets required standards 6 Revised 11/23/2021 for completeness and accuracy. Establish work schedules and conduct performance evaluations. Make hiring decisions. Provide specific example.
Other Duties as Assigned
  • Support in the hiring and development of employees within the Climate Program. Support engagement in a broad group of stakeholders and disproportionately impacted communities. Track legal challenges and court decisions. This includes seeking guidance and making recommendations before the RAQC, ACCC and other decision-making bodies. Prepare briefings, position papers, reports and summaries of technical assessments for Division staff, management, AQCC and other agencies as necessary. Support Division responses to Legislative inquiries and development of fiscal notes relating to Climate Change.

Graduation from an accredited college or university with a bachelor's of science degree in engineering, environmental law, environmental policy, environmental science, chemistry, biology or related fields ORProfessional level experience which included environmental, regulatory, project management, or consulting experience which included regulatory compliance and/or enforcement related activities related to environmental protection which provided the same kind, amount and level of knowledge acquired in the required education may substitute for the degree on a year-for year basis.

Five (5) years of professional level environmental, regulatory, project management, or consulting experience which included regulatory compliance and/or enforcement related activities related to environmental protection. The experience must have included experience addressing greenhouse gas emissions. ORAdvanced degree from an accredited college or university in engineering, environmental law, environmental policy, environmental science, chemistry, biology or related fields may substitute for the professional experience on a year-for-year basis. 

Preferred Qualifications
In addition to the minimum requirements, the successful candidate in this position will have the following experience:

  • Professional experience applying or complying with HB19-1261, SB19-096, HB19-236 and HB21-1266
  • EPA's Mandatory Reporting Rule, Title 40 US Code of Federal Regulations, Part 98 and other federal or international greenhouse gas emission reporting requirements
  • Experience trading and managing carbon credits and/or other emission trading programs for other air pollutants.
  • Professional experience using EPA's State Inventory Tool and other federal or international greenhouse gas emission calculation methodologies
  • Experience with the RAQC, AQCC and PUC rules and administrative procedures of these bodies
  • Knowledge of international, federal and state policy and regulation, state statute, and the specific areas of authority for the various agencies, as they relate specifically to greenhouse gas emissions
  • Ability to communicate both orally and in writing to a wide range of partners
  • Experience work-leading or supervising technical staff
  • Ability to mediate contentious situations and align staff to meet program or division goals
  • Excellent analytical and organizational skills, with keen attention to detail
  • Strong interpersonal and communication skills including coaching, conflict resolution, facilitation, and negotiation
  • Strong project management skills
