The Opportunity…
The Compliance Manager ensures that GRID Alternatives adheres to legal, regulatory, and ethical standards while advancing its mission of building community-powered solutions to advance economic and environmental justice through renewable energy. This role is responsible for coordinating across Operations, HR, Accounting, Programs, and GRID’s offices to develop, implement, and monitor compliance programs, policies, and procedures across multiple areas, including but not limited to ensuring GRID adheres to federal and state laws, regulations, policies, and terms for its grant programs across the organization. Some specific areas of focus will include but not be limited to 2 CFR 200, prevailing wage laws, Build America Buy America Act (BABA), procurement, financial compliance, and grant/contract requirements. The Compliance Manager collaborates with leadership, staff, and external stakeholders to uphold transparency, accountability, and adherence to funding and regulatory requirements. This position also works closely with the HR team to support labor law compliance and employment-related policies.

The Compliance Manager will report to senior leadership and will coordinate with, and potentially manage additional compliance team members.
Key Responsibilities:
Regulatory Compliance & Risk Management
  • Ensure compliance with federal, state, and local laws, regulations, and industry standards related to nonprofit operations, renewable energy programs, workforce development, and grant funding.
  • Collaborate across internal stakeholders to develop, implement, and maintain policies and procedures to ensure adherence to legal and ethical guidelines, including procurement regulations, financial reporting standards, and nonprofit governance.
  • Conduct regular compliance audits, risk assessments, and internal reviews to identify and address potential gaps.
  • Serve as the primary point of contact for regulatory agencies and coordinate responses to audits, investigations, and inquiries.
Procurement & Financial Compliance
  • Develop and monitor compliance with procurement policies that align with federal and state funding requirements, ensuring competitive and transparent purchasing processes.
  • Ensure compliance with federal grant procurement standards, including 2 CFR 200 (Uniform Guidance) and BABA requirements. 
  • Work with Finance and Operations teams to monitor financial controls, grant expenditures, and cost allowability under funder requirements.
  • Conduct audits of procurement activities, vendor contracts, and financial transactions to identify and mitigate risks.
  • Support the development of internal controls and reporting mechanisms to prevent fraud, waste, and abuse.
Labor & Workforce Compliance Coordination
  • Support the HR team in ensuring adherence to employment laws, conflict of interest requirements, workplace safety regulations, and workforce-related grant requirements.
  • Lead in ensuring compliance with federal and state prevailing wage laws (e.g., Davis-Bacon Act) for all applicable projects, including proper wage determinations, certified payroll reporting, and subcontractor compliance.
  • Provide training and guidance to staff, contractors, and subcontractors on prevailing wage and workforce compliance requirements.
Grant & Contract Compliance
  • Ensure compliance with the terms and conditions of government grants, contracts, and funding agreements, including reporting and documentation requirements.
  • Work with Philanthropy, Program, and Finance teams to ensure proper tracking of restricted funds and grant-related expenditures.
  • Provide guidance on allowable costs, indirect cost allocations, and match/cost-sharing requirements.
  • Assist in preparing compliance reports for funders and regulatory agencies.
  • Act as the Quality Assurance Manager for federal grants. Manage the Quality Management Plan and Quality Assurance Project Plans and associated activities for environmental information as required by the EPA and that adhere to federal quality control standards.
Internal Policy Development
  • Develop, update, and implement internal compliance policies, including ethics, procurement, and financial accountability.
  • Ensure policies align with legal and regulatory requirements while also reflecting the organization’s mission, values, and operational needs.
  • Promote a culture of compliance and ethical responsibility across the organization.
Monitoring, Training & Reporting
  • Establish systems for tracking and documenting compliance activities, findings, and corrective actions.
  • Prepare reports for senior leadership and the board of directors on compliance risks, issues, and improvement strategies.
  • Develop and deliver training programs for staff on compliance-related topics, including procurement policies and regulations, prevailing wage, BABA compliance requirements, ethics, fraud prevention, and financial accountability.
  • Establish and maintain an internal reporting system for employees to raise compliance concerns safely and confidentially and investigate reported violations of policies or regulations.
  • Maintain accurate records and documentation for audits and reporting related to compliance, such as labor standards and materials sourcing.
  • Collaboration & Continuous Improvement
  • Work closely with HR, Finance, Program, Philanthropy, and Operations teams to align compliance efforts with organizational goals.
  • Stay informed about industry trends, policy and regulatory changes, and best practices to enhance the organization’s compliance framework and provide recommendations for organizational adjustments.
  • Recommend and implement process improvements to strengthen accountability and efficiency.
  • Any Director/Manager at GRID Alternatives must be able to advance the organization's equity, inclusion, and diversity work and understand that this can only be achieved within a framework of social, economic, and environmental justice.

What you need to bring to this role...
  • 5+ years of experience in compliance, risk management, or regulatory affairs, preferably in a nonprofit, renewable energy, or government-funded program setting.
  • Strong knowledge of nonprofit governance, federal grant compliance (e.g., OMB Uniform Guidance, Davis-Bacon Act, BABA, 2 CFR 200), procurement regulations, and financial reporting requirements.
  • Experience conducting audits, investigations, and training programs.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work collaboratively with diverse stakeholders and balance compliance with mission-driven goals.
  • Familiarity with federal and state grant regulations and reporting requirements.
  • Proficient with G Suite, Microsoft Suite, Microsoft Teams

Where you will sit & the places you may go…
This position may require up to 25% out-of-town travel to regional offices and special projects. Availability to work nights and weekends may be required.

GRID Alternatives may provide vehicles for work travel and/or travel reimbursement for personal vehicle use. In this instance, applicants must hold a valid driver’s license and have a good driving record.

This is a full-time, exempt position. Salary pay commensurate with experience within the pay band ($75k- $100k annually), plus the benefits listed below.
