The Offshore Wind Evidence and Change (OWEC) Programme
OWEC is a £50 million investment by The Crown Estate focused on funding projects that will help to derisk and accelerate the deployment of sustainable offshore wind projects. This truly collaborative programme brings together UK government and devolved administrations, government arms length bodies, environmental NGOs and the offshore wind industry to support delivery of the UK’s renewable energy targets, whilst enabling our marine and coastal ecosystems to thrive.
Following the Programme’s mid-term evaluation in 2024, The Crown Estate are seeking to embed a workstream to drive change forward. The Evidence and Impact Manager is a new role – completely focused on ensuring that the Programme’s project outputs and outcomes have impact and deliver real world change. Work has already commenced to standardise the approach to impact management in the Programme. This is a fantastic opportunity to capitalise on the work completed so far and shape it to take a leading role in driving forward change.

The role: We are looking for someone to ensure the OWEC programme delivers genuine impact and change. You will be a proven technical project manager with a marine or environmental science background, someone who is solution focused, is able to view challenge as opportunity and who thrives on working with others. In this role you will work across multiple high-profile and high-value projects intended to make a genuine difference to the deployment of offshore wind and meeting the UK Net Zero targets. The role will require someone who can process information quickly and in a highly dynamic environment, extracting key details that will help to drive activities to deliver the intended impacts of OWEC projects. You’ll work within The Crown Estate’s Marine business and specifically with the OWEC Programme Lead, Assistant Programme Managers and with the wider Data and Insights team. Critical to OWECs success is its thriving stakeholder community; you’ll need to demonstrate an ability to work across our diverse OWEC project Lead Organisations, government, government arm’s length bodies, NGOs and industry stakeholders to ensure all OWEC project intended impacts are delivered. This is a highly visible and critical role within the OWEC programme.
Knowledge, skills & experience
- At least 2 years project management experience, preferably within the renewable energy or marine sector
- Understanding of marine and/ or environmental science
- Experience related to marine receptors (from an environmental impact assessment perspective) would be advantageous but is not critical
- Demonstrable experience of project management methodologies, risk and issue management, budget management and reporting
- Strong analytical skills to identify and mitigate project risks effectively
- Excellent communication skills, both written and verbal, for collaboration and reporting with internal and external stakeholders
- Familiarity with contracting processes and adherence to contract compliance protocols
- Understanding of health and safety regulations and evidence assessment for health and safety
- Knowledge of sustainability principles and their integration into project management practices
