Description

The Environmental & Safety Manager ensures compliance with all federal, state, and local regulatory requirements related to environmental sustainability and workplace safety.

In environmental management, this role oversees hazardous and non-hazardous waste management, regulatory reporting, inspections, and environmental compliance initiatives. Additionally, the position leads the organization's efforts toward carbon neutrality, developing and implementing sustainability programs that reduce emissions, conserve resources, and promote environmental stewardship.

In safety management, this role is responsible for continuously monitoring and improving workplace safety procedures to ensure a safe, compliant, and efficient work environment for all employees. Key responsibilities include conducting safety inspections, leading accident investigations, organizing safety meetings, and maintaining necessary records and reports in alignment with OSHA, ANSI, and company standards.

This position requires an effective communicator who can deliver clear, concise, and consistent messages both verbally and in writing. The role plays a critical part in fostering a culture of safety, compliance, and sustainability while driving continuous improvement in environmental and safety systems.

Environmental & Safety Department Management:

  • Manages the work schedules of environmental & safety personnel, ensuring team effectiveness and productivity.
  • Ensures that time cards, time-off requests, and final training qualifications for team members are reviewed and approved.
  • Lead by example in day-to-day activities, motivating the team to complete projects on time.
  • Communicate vision and goals clearly to align the team with organizational objectives.

Environmental Compliance:

  • Serve as a Delegated Signatory Authority, approving and signing state, federal, and customer environmental reports on behalf of Idemitsu Lubricants America Corporation (ILA).
  • Oversee hazardous waste management, regulatory reporting, inspections, and spill response readiness.
  • Participate as an active team member in hazardous material spill response (less than 55 gallons) and emergency response for oil spills.
  • Is a Qualified Individual for the Facility Response Plan (FRP) and a member of ILA’s Safety Committee.
  • Assist or Delegates key environmental reporting which includes:
    • CERCLA Title III (SARA 311/312 & 313), CERCLA spill reporting, TSCA CDR, GHS labeling, Haz-Com training requirements and Greenhouse Gas Emission reporting.
  • Ensure compliance with:
    • MSOP Air Permit, Boiler NESHAP, Generator NESHAP RICE/NSPS regulations, RCRA Hazardous Waste
  • Manage and maintain environmental compliance programs, including SWPPP, SPCC, and FRP Plans, ensuring timely updates and adherence to regulations.
  • Oversee ISO 14001 Environmental Management System (EMS) programs, including significant aspect lists, environmental objectives/targets, and recycling initiatives.
  • Coordinate contracted auditors for environmental regulatory and EMS compliance audits.
  • Assist in managing ILA’s non-production chemical SDS program, hazardous chemical lists, associate training records, and environmental training programs.
  • Conduct regulatory reviews to ensure compliance with new activities and regulatory changes.
  • Manages customer environmental compliance requests by responding directly or delegating them to the appropriate team member, ensuring timely and accurate resolution.
  • Oversees the root cause analysis (RCA) process for Environmental compliance or incident-related issues, implementing corrective actions and driving continuous improvement.

Safety Program Management:

  • Develop, implement, and maintain comprehensive safety policies and procedures in compliance with OSHA, ANSI, IKC global policies, and company-specific rules and standards
  • Oversee and ensure regular workplace safety inspections and audits are conducted proactively to identify and mitigate hazards
  • Lead incident investigations, identifying root causes and implementing corrective actions to prevent recurrence.
  • Oversee and ensure safety training is provided for employees, including new hire on-boarding and routine refresher courses.
  • Oversee and ensure all required safety records and reports are being maintained, ensuring compliance with federal, state, and local regulations.
  • Oversee emergency response planning, including conducting drills and ensuring operational readiness.
  • Assist with managing ILA’s hazard communication programs, ensuring proper labeling, storage, and employee awareness of hazardous materials.
  • Ensure proper selection, distribution, and use of personal protective equipment (PPE) throughout the facility.
  • Collaborate with cross-functional teams to identify and resolve safety concerns while strengthening workplace safety culture.
  • Track, analyze, and report safety performance metrics to senior management and the parent company, driving continuous improvement initiatives.
  • Help manage, train and improve ILA’s 5S program. 

Visitor & Contractor Management:

  • Oversee the management of contractors on-site, ensuring they meet safety and compliance requirements before entry.
  • Lead the transition from the current contractor management system to the new Sine workplace management platform.
  • Ensure all visitors and contractors adhere to ILA safety protocols while on-site.
  • Environmental Sustainability Key Responsibilities
    • Assist with the development and implementation of a carbon neutrality plan that aligns with the organization's sustainability goals and targets.
    • Conduct regular carbon footprint assessments to track emissions and identify areas for improvement.
    • Collaborate with internal teams, suppliers, and external partners to implement sustainability initiatives and programs.
    • Assist with developing and maintaining environmental sustainability policies, procedures and guidelines.
    • Conduct regular audits and assessments to monitor the effectiveness of sustainability initiatives and identify areas for improvement.
    • Help to development and implement communication and engagement strategies to raise awareness of the organization's sustainability efforts.
    • Provide training and support to employees on sustainability best practices.
    • Stay up to date with the latest developments and best practices in sustainability and carbon neutrality.
    • Represent the organization in sustainability-related events and initiatives.

 

Qualifications

Education

Bachelor's Degree in Environmental & Safety or related field.  Masters preferred.

Experience

10+ years environmental and safety experience preferred.

Job Knowledge/Special Skills/Abilities

  • Able to use computers at a high level with capability in MS Office (Excel, Word, PowerPoint, Access), data entry, data manipulation, document management software (SharePoint), ERP software (SAP), and email (Outlook). Overall strong PC skills.
  • Excellent written and verbal communication skills with a proven ability to engage internal and external stakeholders—including technical and non-technical audiences—through clear messaging and training
  • Expertise in regulatory compliance, environmental sustainability, and workplace safety. Able to read and interpret a variety of environmental and safety regulations.
  • Understand regulatory requirements with respect to ILA’s Air Permit, RCRA-Hazardous Waste, Recycling, Regular Industrial Waste, DOT, IATA, IMDG, GHG, SARA 311/312 & 313, FRP, SPCC, & SWPPP, OSHA, PPE, LOTO, Fire & Electrical, Emergency Preparedness Ergonomics & Workplace Safety, Confined Space, Fall Protection, Incident Reporting and Investigation requirements. Stay up to date with regulatory changes.
  • Knowledge of ISO 14001.
  • Strong leadership and Managerial skills, with the ability to mentor, guide, and develop teams.
