Position Description

USAID's Bureau for Africa requires a qualified and experienced Climate Change Advisor to support assistance programs in sub-Saharan Africa. The Climate Change Advisor will serve as a member of the Economic Growth, Environment, and Agriculture Division within the Bureau of Africa’s Office of Sustainable Development (AFR/SD/EGEA). Among its technical implementation responsibilities, AFR/SD/EGEA provides technical support, leadership, and policy guidance to USAID/Africa Missions and USAID/Washington on natural resource management issues, including climate change mitigation, adaptation, and risk management. AFR/SD/EGEA works in collaboration with a wide range of partners, including other USAID bureaus, USAID field missions, other U.S. Government agencies, and stakeholders from non-governmental organizations, and the public and private sectors. The Climate Change Advisor will serve as a member of the EGEA Climate Change Team.

Work Schedule: Remote

Salary Range: Starting at $102,000 -

Clearance: Able to obtain a Secret-level Clearance

Responsibilities

The Climate Change Advisor will provide research and analysis as well as technical, program planning, and design support to AFR/SD/EGEA on climate change. Specific duties include:

Lead implementation in the Africa region of the climate risk management requirements of USAID’s ADS, providing technical support and advice, coordinating AFR efforts within the larger Agency portfolio, and leading a virtual team of Regional and Mission Climate Integration Leads.
Provide technical support and advice to USAID field Missions in sub-Saharan Africa and to USAID/Washington on the strategic planning, development, implementation, evaluation, and reporting of natural resource management activities, particularly those that contribute to climate change.
Conduct research and provide analysis on specific climate change issues as they relate to Africa on topics such as climate impacts on public health, climate adaptation, sustainable land use management to reduce emissions, and climate finance.
Help Missions support Administration climate priorities in their programming, including implementing the USAID Climate Strategy.
Provide direct training and other capacity-building assistance to USAID staff and partners, particularly in field Missions, to integrate climate change across sectors.
Forge strong, institutional linkages between AFR and other relevant USAID Bureaus, U.S. Government institutions, and development partners.
Provide support for USAID’s Climate Risk Management Policies.
Serve as backstop to the Senior Climate Change Advisor and other members of the EGEA team, helping to support all of the Africa Bureau’s environment, economic growth, and agriculture activities and responsibilities as necessary.

Qualifications

Bachelor’s Degree with at least three (3) years of relevant experience.
Experience in technical, scientific, and policy issues related to environmental issues of interest to USG activities in sub-Saharan Africa, particularly climate change.
Experience in land management, private sector engagement, finance, energy, biodiversity conservation, and deforestation, preferable.
Technical expertise in international development, project implementation, and climate change, including knowledge of the USG’s international climate programming.
Ability to take initiative while also working within the direction of management; must be able to take ownership of projects, creatively solve problems, and see projects through to completion.
Excellent research, analytical, writing and organizational skills. Ability to write succinctly and to produce documents quickly.
Ability to influence senior-level decision-makers, particularly senior leadership of USAID Missions.
Demonstrable ability to exercise sound, independent, professional judgment.
Demonstrable familiarity with sub Saharan African countries, particularly in the area of environmental issues.
Applicants must be able/willing to travel to sub-Saharan destinations.
Ability to obtain and maintain a secret level clearance.
