Under the direction of the Facility Manager, the Environmental Specialist will be responsible for ensuring regulatory compliance and implementing and maintaining environmental management systems and programs at the Durham York Energy Centre.

The role of the Environmental Specialist at the Covanta Durham York Energy Centre is to foster an atmosphere of environmental stewardship, and a commitment to our Owner, community, and regulatory stakeholders.

As a leadership role this person must be able to direct the operations team through mentoring and coaching for excellence in the operation of an Energy-from-Waste facility.

Reporting to the Facility Manager, the Environmental Specialist duties will include:

Review and analysis of continuous emission monitoring systems (CEMS) data as well as laboratory reports from air, water and waste sampling projects.
Functioning as the primary liaison with the federal, provincial and local regulatory agencies. Environmental approval support including negotiating approval conditions to maximize operating flexibility.
Ministry of the Environment report preparation and submittals including NPRI and GHG reporting.
Oversight of the facility's ISO14001:2015 program (ISO14001:2015 internal auditing will be an asset)
Support of environmental testing projects including air emissions testing and residue testing
Presentations to staff, visitors, the Owner and regulators.
Develop and maintain environmental policies and procedures for the facility.
Prepare all reports for federal, provincial, and local regulatory bodies
Monitor regulatory changes affecting operations in the area(s) of responsibility and building relationships with appropriate agency personnel to anticipate and track emerging regulatory trends that may impact operations.
Closely monitor the production and maintenance activities and assist in planning and executing scheduled outage work and oversee the related activities to ensure the facility maintains the highest environmental compliance.
Develop and track environmental project budgeting.
Weekly facility inspections.
Auditing of downstream facilities such as metal recyclers and landfills.
Maintenance of key environmental records and documents.
Actively participate in environmental associations and community engagement
Mentoring, training and directing personnel to ensure environmental compliance.

This person must be able to review, prioritize and direct their daily work activities and work either independently or in a team. Assist in the evaluation and development of recommendations for facility improvements. The Environmental Specialist is the facility representative on all compliance testing and reporting to regulatory agencies.

SUPERVISORY RESPONSIBILITIES

As this is a staff function, the Environment Specialist has no direct reports. This person must be able to mentor and coach others to achieve the environmental performance goals of the facility.

EMERGENCY RESPONSE

While infrequent, the environmental specialist is expected to be available on nights and weekends to assist facilities if emergency condition should arise. Emergencies could consist of an air quality/APC event, spill of oil or chemical substances, or abnormal discharge to water system.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS and ABILITIES

Ability to take appropriate safe action on his/her own initiative to prevent injury to personnel, environmental noncompliance and equipment damage or during emergencies or unusual situations.

Ability to motivate employees, maintain high morale and get along with people.

Proficient in the use of Microsoft Office applications and be able to give presentations effectively to large and diverse groups.

PHYSICAL DEMANDS

This job is primarily a day shift job however to meet the business needs some evening, night or weekend work will be required. While performing the duties of this job, the employee is frequently required to stand, walk, and sit. The employee is frequently required to use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.

The employee must occasionally lift and/or move between 10 and 50 pounds.

Ability to access and make facility tours and/or inspections on a routine basis.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job, the employee periodically enters and inspects various facility areas with rotating machinery; is occasionally exposed to moving mechanical parts; high, precarious places; confined spaces, fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; and vibration.

WORK ENVIRONMENT

This role is primarily an office setting however weekly inspections of the facility are also required. Exposure to outside weather conditions; extreme temperatures may be a factor. The noise level in the processing area requires hearing protection.

LANGUAGE SKILLS

Ability to read, analyse, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write comprehensive logs, reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as rolling averages, loadings, flow rates, and ratios. Ability to apply concepts of, algebra and geometry.

POSITION REQUIREMENTS

The successful candidate must have a Bachelor of Science degree in engineering, environmental science, or an equivalent field.

5+ years’ experience in the environmental permitting/compliance field.

A working knowledge of Ontario and federal environmental regulations in air, waste, and water is required.

A strong understanding of Ontario Guideline A-7 will be an asset.

The individual must have strong written and oral communication skills.

An ability to work cooperatively within the regulatory authorities,

Strong computer skills including proficiency with MS Office applications.

The successful candidate will be able to work in the facility at the operation level as well as make presentations to staff, visitors the Owner and regulators.

Relevant professional designation or certification desired.
