How You'll Contribute to the Team

The Environmental Compliance Director provides technical support on environmental permitting requirements for stormwater and green infrastructure projects delivered through the Clean Water Partnership (CWP) agreement. This role will develop effective permitting strategies for a diverse range of infrastructure projects and will advise and educate Design Engineers on appropriate timing and workflows for obtaining required environmental permits to keep projects on schedule and within budget.

Primary Responsibilities Include:

Direct the environmental permitting process for projects varying in complexity and scope across multiple jurisdictional authorities in Prince George's County.
Ensure environmental compliance through design, construction, and maintenance operations, including obtaining and maintaining compliance with state and federal regulations.
Provide environmental expertise to diverse internal teams and coordinate with other internal stakeholders regarding relevant environmental issues and permit requirements.
Develop effective permitting strategies for a diverse range of stormwater projects.
Map out workflows for obtaining various types of environmental permits across multiple local, state, and federal jurisdictions.
Advise and educate Design Engineers on obtaining required environmental permits and how to expedite permit approvals to keep projects on schedule and within budget.
Oversee preparation of jurisdictional delineation reports and regulatory permit applications, including Clean Water Act (CWA) 404 and Clean Water Act 401.
Build and maintain strong relationships with regulatory agencies and maintain a robust understanding of all applicable environmental policies and regulations to assess and mitigate risks to the project portfolio.
Develop, summarize, and communicate environmental obligations across multiple diverse teams, including design, construction, and operations teams.
Oversee and monitor Design Engineers to ensure all required permits are submitted at appropriate stages throughout the project.

Role Specific Requirements Include:

Bachelor's degree in environmental sciences, engineering, or related field with 5+ years’ experience relating to environmental permitting for stormwater and green infrastructure projects.
Proven success in obtaining and complying with environmental regulatory permits including State of Maryland Joint Permit Application process, US Army Corps of Engineers (USACE) and other federal agencies.
Demonstrable understanding of USACE nationwide, individual, and regional permit processes and MDE Water Quality and Wetlands and Waterways Permits, including dam safety requirements.
Comprehensive understanding of environmental permitting requirements related to forest conversation through the Maryland National Park and Planning Commission (Natural Resource Inventory, Tree Conservation Plan, etc.).
Working knowledge of stormwater design, including ponds, streams, and green infrastructure.
Familiarity with National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (M4) permits.
Critical thinking and analytical skills necessary to mitigate risk factors and resolve complex or unforeseen conditions amid tight timelines.
High degree of integrity, tact and ability to be direct and influence without hierarchical authority. Ability to sell ideas persuasively and settle differences in a manner that strengthens relationships.
Detail and process oriented with proven ability to manage timelines, delivery, and dependencies in a results-focused environment.
Proven success managing multiple high-priority projects simultaneously with demonstrated ability to align resources internally and externally to support plan execution.
Must be independent, self-motivated and possess a positive attitude, operating well in a team environment that is focused on collaboration and accountability.
Computer proficiency, including working knowledge of word processing, spreadsheet, and database applications. Knowledge of GIS systems preferred.
Ability to travel up 10%.
Valid driver's license required.
